Deterministic stdio MCP server that indexes local agent SKILL.md catalogs, ranks them against a described task, and returns a small explained shortlist before the agent loads full skill context. It scans common Claude, Codex, OpenCode, and Agent Skills directories, supports global and project scopes, reports broken skills as diagnostics, exposes tools for shortlist, skill read, and reference read, and measures retrieval quality with eval datasets. Public GitHub repository created September 16, 2026.
